Why would you be scared of asking? I always ask and if they don’t need a certificate then ask about an autoclave and whether you can see the spore count certificates to make sure they keeping their stuff clean. (I ask about both anyhow even if I see their certificate).

The coat of arms can be done but as to the level of detail depends on the skill of the artist and how much you are willing to spend as more detail = more time in chair.
Keep in mind that very fine details will blur with age so you may want to simplify it.

What you are describing is a blow out where the ink pigment spreads out into the surrounding skin. This does happen and I would suggest when healed you get the artist to re-outline the effectd area.
The results can vary from fattening the existing line or putting in a new line and doing some shading to disguise the existing spread.

My serious piece of advice is do not mess with ink that is fine unless you want to add to it with more good ink.

The tattoo is nicely done and whilst white does fade rapidly it is not a difficult size to maintain.
Also if you find it does fade too much try adding a little silver or blue to a reshade it will still look an awesome tattoo.

I have seen hundreds of tattoos many of them sported by 30+ of badly animated pixels such as mario etc and they love the nostalgia of it.
