2 weeks is the min for most ppl but can be upto 4 weeks.
No swimming or soaking the tattoo until the surface is fully healed. I would even suggest 6 weeks if you are swimming in an ocean as the salt can really hurt.

I am in agreement personally I would say 21. Gives you time to develop your tastes.
I was in a tattoo studio yesterday and a lad walked in who was covered in really bad ink all over his arms and neck.
Said he got them at 17 and was looking for cover up work.

You should have not have work done over skin that is damaged, swollen, sunburned or has moles or in-growing hairs, or cysts.
The pigment will not stay in very well and you are opening up a damaged area of skin which could lead to secondary infection.

In answer to your question it is more than possible to have a tattoo help disguise a scar.
That said here are the following issues;
1. The tattoo pigment will only help disguise not eradicate the scar. The tissue is damaged so all you are doing is putting a surface mask to draw attention away from the scar.

Take the still to your tattoo artist and get them to draw it up from the picture and get them to add a whip.

It is a nice design but if you are going somewhere hot I would recommend waiting until after the holiday.

In answer to your question you do not want anything that will rub against the tattoo (shoes or clothing) this can damage the area and pull the ink if it peels the scab off. Especially in the first 2 weeks.
