Yes that type of design would cover it over without a problem as black on black pigment, and you just need to find a shape to fit over it.
That said what is wrong with the orig tattoo?
You could get it relined and shaded again and maybe add to it a little.

First of all you are not going to get somebody to do it for free. There are a number of artists who use this site and that is how they make their living – drawing art and selling it.
Then even if you do pay an artist the tattoo artist is only going to alter the image to suit their style. So you pay twice.

I have to be honest I would let them perfect their skills first before getting a piece done by them (even if it is free).
As a starter piece it is ok but those lines have quite a few wobbles and those blow outs are concerning as they are a pain to sort out aftwards.
I know they gotta practice but you carry the result for life.

I tend to use a light coating of savlon for the first 3-4 days then swap to a non-scented moisturiser aloe is good for the skin.
I would suggest a light coating 2-3 times a day until the scabs drop off – I tend to use moisturiser anyway on my tatts even after they have healed.

I have always been a bit annoyed my work don’t allow vis ink so always held back from lower arm tattoos.
That said if I get made redundant next week i am thinking of pressing ahead and getting some work done and screw the next employer 😀

I have seen this issue before and it is a sulphide or chromide allergy that literally burns the skin leaves a sort of white powdery effect (sometimes known as chromatic poisoning as some blue pigments contain lead traces).
Alternatively it could be caused by a reaction to Colbalt aluminate which is also a heavy metal used in blue pigments…[Read more]

I have seen this before on several occasions and there is usually a collection of reasons that cause it.
Things to consider are;
Is your skin being overworked? Heavy sessions can cause the skin to tear and/or inflame forcing the pigment out so the artist has to work harder to so the design does not look spotty.

The swelling if it lasts 3 days or more you need to take some ibruprofen and if does not help or you see any discolouration or red lines or pimples you need to get some anti-biotics asap.
Swelling can occur on a heavy session like that and normally goes down ok but need to keep a close eye on it.
