If you think a black sleeve would look ok then do it. I think they look like shit. But think hard about this because once you do it covering that up will be much much harder. How about doing some laser zaps to it then you could get a proper cover up.

May I add just a little feedback on the tattoo. I’m not sure if it’s the pic but the shoes look pretty flat maybe get a little shading on them to add some depth.

You need to find the right tattoo artist and tell them this and have them draw it. If the tattooist says “bring me in a drawing” you don’t have the right guy. Spend some time and find the most competent artist that you can.
