There are several things you could add without making it huge.
You could go for a celtic knot around the ink.
As suggested stars or comets etc
Could have some fog or wind bars (or general shading added to expand it)
You could always have shadow drops added to the tattoo.

I have done a piece in my blog on how branding works.
As for legality it is a grey area if you brand yourself then that is seen as a self harm. If another person brands you (even with your consent) this can be interpreted as inflicting a grievious or life threatening injury.

It really depends on what sort of laser was used but it is common for peeling to occur by the third session as the pigments are slowly broken down and it takes time for the surface skin to react.
However some people begin to peel within a few days it really depends on the intensity and the type of laser used such as q-switch etc.

First of all it is not that bad – yes it is very heavy shading but with some white highlighting along the edges and fine outlining at the edges of the tattoo it will look a whole lot better.

If you want my personal advice save up enough to do 3 hour sessions as it will take around 3-4 hours to outline a half sleeve by a decent paced artist.
You can do it by the hour but psychologically I would say it is better to do bigger slots and fewer sittings as that way you are not worrying over having part done ink.

There is always your chest or thigh.
However if the artist is drawing it up they will shape it to fit your calf and a decent sized calf will hold the tattoo very well.

A piece like that screams chest piece to me – to do it justice i would do it big across a chest panel (pectoral) otherwise you can just as easily fit it on a tricep (upper arm).
It really depends on how comfortable you are with the size of it. The bigger it is the more detail you can add.

As a cap it will work well my only concern is the yellow.
The yellow pigments do not always last well unless you go really vibrant.Looking forward to seeing the end product and also very glad to hear the mole was nothing serious.

The design is very nice although it needs more detail within the wings which i am sure the artist can add.
It depends on the size of your calf really – if you have very thin legs I would suggest somewhere with a broader area but if your calf is quite big it will fit on very well.

As a guestimate windbars is a couple of hours work at most if going big on them I would put aside around $150-$200 (prob see some change depends on artist and how much you tip but average of $80 p/h)

If I am honest maori would kind of odd against an asian style tattoo. Whilst tribal can work have you considered something along the lines of japanese/chinese floral or wind/smoke.
