If you are going for bold or darkish colours over the outline that would cover up nicely.#
What are you having it covered with?

If you are going for more tribal i would suggest reworking the outline professionally alternatively a dragon or other large piece will cover that nicely.

Check out the blog what is tattoo ink and it will tell you the main ones to avoid in red ink which are noticable as usually some no-name far eastern or indian made inks that still use them.

Unless you have other health issues most synthetic pigments should be fine.
