Yes the tattoo can be translated quite easily however there are factors that will need to be taken into account.
This is quite a detailed tattoo so if you want to fit all the detail in you may need to choose a bigger placement area such as chest or calf.

Hi with regards to the use of blue shading I would think that the tattoo would look more stunning if you added a hint of bright blue to the eyes (which should easily cover the green as it looks a little faded) and maybe redo the hair with blue highlights to brighten up the hairpiece.
It would also add a sense of punk anime to the tattoo.

You have to be 18 to get a tattoo in Greece but many scabby studios there will likely not care and do you at the age of 16. (I have been round many of the islands and seen some of these pits).
The decent studios will demand ID those that don’t will often be of questionable skill and likely dodgy hygiene.

I rang a tattoo artist I know up and asked him bluntly what would he be looking for and he was nice enough to give me a run down.
He said that he gets several requests for apprenticeships and some from art students. He said the main issue that let many down was the fact that their portfolio sucked or did not show what he wanted to see.

Unless you have really big hands i would suggest going 1.5x bigger so that it can really show the detail.
A chest panel with a drop 3/4’s to the ribs edge would be an ideal size (hard to say in inches as no idea on your frame).

The only way to get it to work would be to take some of the fine line strokes and re-create them as shading slashes and thicken up a few lines.
The overall picture is more than doable but would need to reconsider the details so they do not blob in 10 years.

It depends on the type of scar to be honest.
Most surface scars or scars done with a sharp instrument such as a knife/scalpel that hasn’t dug out a load of flesh can usually be tattooed over quite well.
That said certain lighter colours such as red or yellow may struggle it depends on the age and condition of the scar.
