Everyone heals different, but 3 weeks is still a little too early. I would wait 6 weeks before using sunscreen.

if u have a b/g sleeve it would be hard to cover up without laser sessions unless you get a master of coverups like tim pangburn to do it.

you dont need any laser sessions ONLY IF you go to someone who specializes in cover ups. but those guys are far and few so yeah, get some laser sessions.
