it is POSSIBLE with the RIGHT artist. that being said, i would laser it off first and then cover it so you wont be limited in your design options.

im sorry but his work is mediocre at best. you can tell by his color work that its not very good.

the only real solution is to get some laser treatments and then cover it up.
