Unless tribal is your thing you may end up disliking the cover-up.

The quality of the ink used.

Have you considered moving the banner slightly so that you can hang it more over the centre of the star this will allow for greater spacng on the letters and still give it the wrap around effect.

Yes it is possible to remove a tattoo with a razor blade if you are willing to cut just about all the skin away.
