My suggestion for the sleeve would be to add some texture to the top of the breaking waves so they look like they’re splashing a bit more, and maybe some traditional japanese smoke around the snakes head.

To add more –
If you got a tattoo like the one you want, you’ll always remember how he died, the tattoo revolves around the circumstances of his death.
If you waited until you were 18, you could get a decent portrait done or something a little more peaceful, remember the man for who he was, not how his life ended.
