It depends who does it.
Most charge by the hour, and some are fast, and some are slow.

One shop I went to a few years ago charged by the square inch.

Most of the tattooers I know are not into highly technical apparatus.

The best work is done with a pencil or pen on paper. Then it is drawn on the skin (or a tracing is used) and then the tattoo is inked.

I would say yes, it’s a blowout. The tattoo is poorly designed. (in my humble opinion)

That would make a good navel (bellybutton, nor armed forces) tattoo!
