Unless you are doing pro body building or steroids the tattoo should be ok as long as don’t get it along joints of the body such as armpit or knees.

I would advise the chest or upper bicep/tricep as these can easily be covered and will not stretch so much unless you go crazy.

In answer to your question yes it is possible to use blacklight on top of normal ink.

There are restrictions however as if used excessively it can cause the tattoo to look lumpy and disfigured.
