That tattoo is so weak that it’s not going to be too difficult to cover it. Have you thought about zapping it with a laser a couple of times to make it fade even more, to make it easier to tattoo over?

It’s probably nothing at all. You’ve just had your skin carved like a cheap piece of meat, and it takes time to heal.

And yes, most everything can be tattooed over. It just requires an actually skilled tattooist, and a heck of a lot of waiting time.
