I think on the inner thigh I would stay away from orchids or other flowers that have a vaginal look to them as they will be near yours. You don’t want them competing with your utty, maybe flowers more like daisy type flowers to complement it not compete against it.

Please find a great tattooist to help you work through your idea. They will help you design it and they can give you the price on it.
I really don’t think lady justice will look right in traditional style as mentioned by GCL.
For a proper tattooist to do it maybe $800-$2000
