check the artists portfolio, if he has done work on a celebrity then there will be some photographic evidence in there for sure.. specially someone like her.
its hard to estimate prices without seing what the work involves. most shops up and down the country work on a average of about 60 quid an hour for session work here in the uk

words….. best advice i would give is to get the outlines redone, also outline the leaves that have noe around them, and possibly put some subtle shading under them to lift them up a little bit.

well at the minute the pound and the dollar are almost equal…. the going rate in my area is £60 to £75 per hour, and that piece is about an hours work without the top n bottom banners….
you say that the artist doing it is working from home, and so its all cash in the hand……

different artists work at different speeds and they also work using their own prefared needle configs, some would use small mags and others would use rounds, I would probably use rounds for that pice but slightly spread the needles out a little bit.
i would say about 3 and a half hours work

just hope that your original tattoo is central or it will make the whole piece look off center big time
if you have printed it out and it fits on an A4 paper perfectly then i would suggest printing 2 out , one for making a stencil and the other for this next steps for aligning the piece up.
