you need to keep it clean, so you will need to wash it and pat it dry, then place small amount of savlon or bepanthen (or whatever your artist advised) about 3 times a day

yes you can tattoo in that area with no problems at all, the only problem you have is that the two parts of the dragon are different thicknesses thus wouldnt match up properly…. you could get something like wind bars going into it though at some stage 😉
