You get what you pay for, flash included. There are hundreds of sights where you can find flash, either for you to work with or to get work done. Some are free…and the quality shows it. Some are fairly cheap. You find downloadable designs and pay $10 to $30 depending on what you want…but again, a lot of them are cheap quality.
