Really it depends on the artist. If the artist is really good at freehand, then sure give him/her pieces of the design to place where they want then fill in the empty space or you could just make a collage to be safe. In the USA the price depends on the artist mostly. But artists go for about $100 to $250 an hour. It also depends on detail, color, and size.
