Full arm, inside and outside = full sleeve

From shoulder to elbow, inside and outside = half sleeve

Is there a term for getting the full length of the arm done, but only doing the inside portion (not the outside)

So, if I’m standing with my arm at my side you wont’ be able to see much ink, but if I lift my arm up it would be fully covered from my armpit down to the inside of my forearm/wrist.

Yes. It’s called a tattoo.

…not to mention kind of silly. Your arm is conical in shape. Unless someone is looking at you from a profile view there will always be visible areas of your tattoo. The theory works in 2D but not in real life. It will also limit what you can do as far as layout and execution.
