Tony Mancia only charges $150/hr in Georgia and his work is incredible, whereas there are mediocre guys in NYC charging $175/hr.  Then again, I doubt the rent for a shitty studio apartment in Atlanta is $4K/mth (which is what some of the apartments in the Village run).</p>
