Need any advice on what to do with a design that represents the naivete of a youth wanting a piece of flash 17 years ago. Rework, add-on, cover up or laser? (Note: Band only wraps around half of arm- top of bicep to tricep.)

Any thoughts welcomed. Thanks in advance.

Well, a laser job will multiply your choices for replacement ink a thousandfold. The problem with covering up black is that you need very dark colors, which CAN look spectacular, but IMO you should laser it first.
