I had a good look through my research and reference books on military art and tattoos.

The most popular emblem/tattoo is often the eagle and that is the most common form of military tattoo usually incorporated with a flag of the USA.

Following that is regimental tattoos the specialist security forces tend to have a lot of bird emblems such as raven, eagle, phoenix but none of this particular style.

I think the soldier has just got some standard tribal phoenix flash done because he liked it.

If you take it to an artist they may have the same in stock or be able to copy up a similar piece – it is not a difficult drawing.
