I downloaded the Hairspray soundtrack off of Sendspace, however the file had a “.123” extension. Exactly what program is needed to open it?

The file you downloaded is actually a Lotus 123 spreadsheet file. Not sure what it would contain. Try opening it in Microsoft Excel to see what it’s contents are (you will want to perform a virus scan on the file first though).
