I’m taking a wild guess and I think you are talking about Michael DeLorenzo. I looked him up on IMDB and the movie he was in that you are looking for was called “Fast Forward.” It is about a group of kids from Ohio who go to New York for a dance competition. The movie came out in 1985. DeLorenzo’s character was named Cesear Lopez.
DeLorenzo was in the movie “Fame” but he was credited as a dancer. He did appear in the t.v. show “Fame”, though and his character was named Michael.
