হাই,that pic is too small to see good enough,bruising will take a few weeks to go away if it’s bruising,remember the tattoo will look different the first week or so,and also remember that it takes months to fully heal,wait until it fully heals and see what it looks like,blow out is usually only a few mm,

that’s an easy cover up by the right artist IMO,it’s a faded tiny tattoo,just about anything could cover that one up,and don’t waste any money on laser.

sounds like the rubber bands are too small/too tight,or like butt said,maybe chinese machines do that.
